Role of Government Policy in business opportunities
Government policy can improve the economics of some businesses, but an entrepreneur should not choose a business only because a subsidy exists.
1) MSME capital subsidy
Under the UP MSME Promotion Policy 2022, Purvanchal receives capital subsidy rates of 25% for micro enterprises, 20% for small enterprises and 15% for medium enterprises, subject to eligibility and a maximum overall capital subsidy of ₹4 crore per unit. SC/ST and women entrepreneurs can receive an additional 2% capital subsidy under the policy.
The same policy also provides 100% stamp duty exemption for eligible MSMEs in Purvanchal, subject to the applicable conditions.
2) Food processing
Food-processing businesses can potentially benefit from the UP Food Processing Industry Policy 2023. The policy provides a capital subsidy of 35% of eligible expenditure on plant, machinery and technical civil work, subject to a maximum of ₹5 crore. It also contains provisions relating to cold-chain, value addition, backward and forward linkages and decentralised processing.
3) Tourism
Eligible tourism projects can receive incentives under the UP Tourism Policy 2022. The policy provides capital investment subsidies beginning at 25% for eligible investments from ₹10 lakh up to ₹10 crore, with additional provisions for certain unserved destinations, women entrepreneurs and other specified categories.
Eastern Uttar Pradesh offers business opportunities because it already has agriculture, skilled artisans, specialised production clusters, large consumer markets, tourism and industrial activity. But these opportunities are not evenly distributed across the region.
So for a new MSME, the better strategy is therefore to choose the cluster first, identify the buyer second and invest third.
